One player is chosen as a dictator, the others are senators, either loyal or traitors.
A game round starts with senators making proposals which are shuffled and revealed and cause the dictator possibly lose life; after which the dictator can use their cards to question the senators and punish them. The round ends with the senators having option to switch side and revolt.
