Universal Rule: Second Wave

The balance of power continues to shape the Pocket Universe. The discovery of a second wave of planets brought on alternate methods of domination. With the overarching themes of duplicity (doubling effects), magnitude (size of your galaxy), and all-out attacking, the war over control of the galaxy has escalated to a new level.
